PennDOT vs The Police?

does penndot have the authorization that the cops do or do u have to get in trouble with the police to get your license taken away. i mean can PennDOT take you license if u walked in the driver license center and said "i'm gonna drive reckly and dangerously and u people cant do anything about it!" I mean involving the road how are they compared to the cops is my question?
