Is the Child Support Agency (UK) the most inept government organisation ever created?

Anyone else fed up with paying taxes so sbag absentee fathers can shag around and expect the rest of us to pick up the bill in benefits to the mother. How difficult can it be for the CSA to track these people down? I think the penalties for not paying child support should be much stricter, any suggestions?
